New York (CBSNewYork)-Tenants of a building on the Upper West Side held a mock anniversary event because scaffolding has plagued their building for more than 15 years.

In 2006, the sidewalk shed was first built at 51 West 86th Street, but it has remained there ever since.

Last year, the building’s landlord, Weinreb Management, replaced the shed and added new nets to the windows of all 16 floors.

On Saturday, frustrated residents commemorated the moment and called on Weinreb to carry out the repairs requested by the city instead of keeping the shed and paying a fine.

Tenants discovered that 10 of Weinreb's 11 buildings had sidewalk sheds.

Elected officials use them to commemorate this moment. Congressman Ben Carlos has been trying to pass legislation for many years to make the city perform necessary repairs and charge the owners.

"Please don't let the irony go away. This is not actually a celebration. Many of us wear black because we are saddened by the light we have lost in a year," Carlos said.

CBS2 contacted Weinreb for comments, but we did not receive a response.

"The owners of these properties are legally responsible for repairing their buildings and repairing all unsafe external wall conditions. Before these repairs are carried out, the sidewalk sheds must remain in place to prevent debris from falling on the building residents and their neighbors. ——The safety of our fellow New Yorkers is the top priority here. These owners should know that their continued inaction before repairs will be subject to strict enforcement and even higher penalties from the DOB," said a spokesperson for the Department of Construction. .

The Ministry of Construction said the landlord was fined more than $100,000 for failing to repair the external wall. It also stated that the company was fined hundreds of thousands of dollars for failing to repair at least 10 other buildings.
